(1) When packaging the procurement work, the public body shall do it in a manner that does not adversely affect the number of packages mentioned in the procurement master plan as per clause (c) of sub-rule (2) of rule 7.
(2) The public body shall divide the procurement into more convenient groups or include it in a package and invite bids separately for construction works of a nature that can be completed separately to the extent that there is maximum competition.
(3) Tenders should not be made in large packages to restrict and limit the competition, unless they are related to each other and should be conducted in a single package.
